Red flags in offers for Irish licences, permits and test passes

Short answer: The clearest red flags are a price far above NDLS fees, contact only through WhatsApp or social media, an offer to skip a test or have someone else sit it, and a request for photos of your documents. Each contradicts how NDLS and the RSA actually work.

Flags from the law

If you are asked to take delivery of something described as a "copy" or an "authentic" card, remember that the 2001 Act treats a false instrument and its copies as separate offences (sections 25 to 29). Having one can itself be an offence, whatever the seller says. See the law page.

Two questions that settle most cases

  • Is the seller asking for something the official process never asks for: a photo of my card, a transfer, a step skipped?

If the answer to the first is yes and the second is also yes, you have your answer.

Adding up the real fees

The four fixed fees on the route to a first licence, €45 for the theory test, €45 for the permit, €85 for a car test and €65 for the licence, come to €240, before lessons. A seller who quotes one figure for "everything" is quoting a price for a bundle the State never sells. The reported impersonation fees, €1,000 to €2,500 for a single theory test, were many times the official fee for the same step.

How can I tell a fake NDLS page?

NDLS has no official social media pages and applications use ndls.ie with a Public Services Card and verified MyGovID. A page that asks you to message on WhatsApp is not NDLS.

What is a normal price for an Irish driving licence?
