What the offers look like
Buyer-intent searches for an Irish licence are small in number, but the results are not clean. On 5 October 2026 the Google results for "buy irish driving licence" included a free-website storefront and several Facebook pages whose names imitate NDLS, next to the real NDLS and RSA pages. We do not name or link to them. The pattern matters more than the names: a page styled as the licensing service, a private chat, and a price for something the service does not sell.
The same market sells the earlier steps. Gardaí have prosecuted a ring that sold theory test passes, with another person sitting the exam under a false identity. We cover that on the page about fake theory test certificates.
How these offers work
These steps are patterns taken from the sources linked on this page, not an account of any single case.
- A page that looks official. Gardaí and the RSA warned in April 2020 about a Facebook page posing as NDLS that invited people to message on WhatsApp to apply for or renew a licence.
- A payment far above the official fee. In that warning the page sought over €200. NDLS charges €65 for a first licence or renewal.
- Documents sent over chat. Photos of identity documents, a Public Services Card or a signature end up with someone who has no right to them.
- Either silence or a forgery. The money is gone, or a card arrives that is on no driver record.

What can happen to a buyer
In law
The Criminal Justice (Theft and Fraud Offences) Act 2001 defines an "instrument" as any document, formal or informal. Three offences are relevant here, each on conviction on indictment with a fine, imprisonment or both. Using a false instrument to induce another person to accept it as genuine: up to 10 years (section 26). Having a false instrument in your custody or control with that intention: up to 10 years; having one without lawful authority or excuse: up to 5 years (section 29). Getting a gain by deception, dishonestly: up to 5 years (section 6). Those are ceilings. The reported District Court cases on our case log ended in fines and driving bans, and the theory-test cases in suspended and short custodial sentences.
For your licence and status
A forged card does not make you a licensed driver. Section 38 of the Road Traffic Act 1961 bars driving a mechanically propelled vehicle in a public place without a licence that licenses you to drive it. In a reported 2024 case a man who got someone else to sit his theory test was handed a suspended sentence, and the provisional licence he obtained was later invalidated.
At work and with insurers
A reported Roscommon judge remarked that the accused was trying to "get one over on insurance companies", and noted that uninsured drivers recover less after a collision. A fake licence is also a poor basis for any job that involves driving.

How long the legal route really takes
The shortest lawful path for a first-time car learner is longer than any seller's promise. The RSA's six-month rule means the driving test cannot be sat until six months after the permit category was issued, and the RSA says you do not join the invitation queue until the 12 Essential Driver Training sessions are uploaded. After that you wait for an emailed invitation, take a test that lasts about 50 to 100 minutes, and then apply to NDLS for the licence within two years of the certificate of competency. Only then can you drive unaccompanied.
How people are caught
The reported cases show three routes to detection. Gardaí found fake licences at a stop and while investigating an altercation. Theory test centres monitor candidates by video and audio, and the RSA's staff recognised an impersonator in 2019. And the Garda National Economic Crime Bureau followed a theory-test ring across several years, until 124 sittings were traced to one group. None of those required a licence checker or a tip from a victim.
If you hold a licence from another country
Do not buy anything. A licence from the EU/EEA or a recognised state can be swapped through NDLS for €65, and the page on exchanging a foreign licence lists the groups. People whose country is not covered face the Irish route, with a reduced programme of at least six lessons instead of twelve.
