Lost or stolen driving licence in Ireland: how to replace it

Short answer: Replace a lost, stolen or damaged Irish driving licence on NDLS for 35 euro. You need a completed Garda Declaration form, and online a Public Services Card and verified MyGovID. NDLS applies the replacement fee to everyone, including drivers aged 70 and over.

Online

NDLS says you can apply online with no paper forms and no appointment. You need:

  • a Public Services Card and verified MyGovID;
  • a completed Garda Declaration form;
  • proof of address dated in the last six months, if your address differs from the one on the lost licence and the one you gave when you applied for the card;
  • a medical report form dated within one month, if your medical details have changed since your last application;
  • the €35 fee, paid by credit or debit card.

In person

Book an appointment at one of 34 NDLS centres. Bring the completed Garda Declaration form, valid photo ID, proof of your PPSN, address proof if it applies, a medical report if it applies and the fee. In a centre you can pay by card, Google Pay or Apple Pay, or with a Payzone voucher. Cash, cheques and postal orders are not accepted.

The Garda Declaration

This is the step people overlook. NDLS lists a completed Garda Declaration form as a requirement both online and in person. If your licence was stolen along with other items, report that to your local Garda station as well.

Timing and tracking

NDLS posts licences by An Post standard mail, and says to allow up to 10 working days for delivery once an application is finalised (this wording is from its exchange FAQ; we found no separate figure for a replacement). You can follow progress with the application status tool on ndls.ie. NDLS also says driving without a valid licence is illegal, so check the NDLS FAQ on your situation while you wait.

If it was your learner permit

The same fee applies, €35 for a replacement or duplicate learner permit, through the NDLS lost, stolen or damaged learner permit page. You will still need your driver number from box 4d for later steps, and NDLS can send it to you in a driver statement. See your driver number.

Before you start

  • Get the Garda Declaration form completed.
  • Have your Public Services Card and verified MyGovID ready for the online route.
  • Check whether your address differs from your card record. If it does, you need proof of address.
  • Check whether your medical details have changed since your last application. If they have, you need a medical report.

If someone else may have your licence

Tell gardaí which items were taken, and keep a note of the date you reported it. A licence that was handed to a stranger is different from one that was lost: if you sent a photograph or the card itself to a seller, read the paid-a-scammer page.
