Fake theory and practical test pass certificates: what is being sold

Short answer: Theory and practical “pass certificates” sold without a test are fakes. A real result comes from taking the test with DVSA, and a certificate you buy cannot make DVLA issue a licence. The car theory test costs £23 on GOV.UK.

What the adverts offer

Posts on social media advertise a “theory test certificate” or a “practical test pass certificate” with wording such as “no exam needed” and “fully registered with DVLA”. Some offer them as part of a bundle with a licence. They are marketed to people who failed a test, who cannot get a test slot, or who find the language hard.

A certificate from a seller is not a DVSA record, so it cannot turn a provisional licence into a full one.

If the language or reading is the barrier

This is the reason many people give for looking at certificates, and the official route covers more than they expect. Tell DVSA when you book. GOV.UK says you can ask to hear the test through headphones in English or Welsh, and that a member of staff can read out the instructions and questions and record your answers. Deaf or hard-of-hearing candidates can use British Sign Language video support or a BSL interpreter at no extra charge, and people with a reading difficulty can ask for extra time on the multiple-choice part with supporting evidence. What impersonation looks like when it is caught

DVSA reported a prosecution of a serial test impersonator: 14 months in prison, linked to over 40 suspected impersonation offences at theory test centres across Great Britain. He was arrested after an intelligence-led operation at Nuneaton in January 2025, and DVSA credited the identity checks that examiners carry out together with work between its enforcement officers and police. DVSA asks people to report suspected impersonation with names, descriptions, dates and times.
