The announcement was reported on 10 November 2025.<\/li>\n<li>An NZTA audit in July 2025 found inconsistencies in documents used when converting overseas licences.<\/li>\n<li>NZTA said it was contacting the people involved to tell them their licences were revoked and must be surrendered.<\/li>\n<li>NZTA says it audits overseas licence conversions, and its 2026 taskforce lists overseas licence conversion fraud among its investigations.<\/li>\n<\/ul>\n<\/div>\n<h2 id=\"s1\">What was found<\/h2>\n<p>RNZ, 1News and the NZ Herald all reported the same core facts. An NZTA audit in July 2025 found false or altered documentation had been provided by people converting overseas licences to New Zealand ones. The licences affected were commercial licences, which carry endorsements for heavy vehicles such as trucks and buses. NZTA&rsquo;s deputy director of land transport said the agency has systems to identify, investigate and respond to suspected fraudulent activity and would act swiftly when it finds it.<\/p>\n<p>The reports do not describe the documents in detail, and we have not seen NZTA&rsquo;s own release because the NZTA website blocks automated access. Claims in other places about the country the drivers came from, or what each document cost, are not in the reports we opened, so we do not repeat them.<\/p>\n<h2 id=\"s2\">Which penalty applies<\/h2>\n<p>The news reports quote a fine of up to $750 for giving false information in a licence application. The Act itself sets a higher figure for the offence of knowingly giving false or misleading information when the Act requires it: section 44 of the Land Transport Act 1998 sets a maximum fine of $10,000 on conviction (reprint of 1 December 2020), and NZTA&rsquo;s July 2026 factsheet says the same, adding that NZTA could revoke the New Zealand licence. Using forged documents is a separate matter under the Crimes Act; see <a href=\"\/nz\/forged-documents-law-nz\/\">forged documents: the law<\/a>. India and Pakistan have no centralised licensing authorities, so licences from different provinces look different and are hard to verify. The Afghan government is not currently issuing driver licensing documents. And NZTA is aware of online schemes selling fraudulent Tongan licences, so requiring evidence lets it confirm that any Tongan licence presented is a real one.<\/p>\n<h2 id=\"s4\">Why the system is under more pressure<\/h2>\n<p>The conversion audit sits alongside other work. 1News reported in September 2026 that NZTA&rsquo;s fraud taskforce, set up in 2025, lists overseas licence conversion fraud among its active investigations, alongside bribery and corruption in testing. See <a href=\"\/nz\/driving-test-bribery-nz\/\">bribery at driving tests<\/a>.<\/p>\n<h2 id=\"s5\">If you are converting honestly<\/h2>\n<ul class=\"check\">\n<li>Apply at a specialist overseas conversion site, in person. The AA says conversions are not done online.<\/li>\n<li>Bring your own original licence and passport. Do not accept &ldquo;supporting letters&rdquo; from third parties.<\/li>\n<li>Expect extra evidence requests if your licence is from one of the listed countries. This is the rule, not a sign of suspicion.<\/li>\n<li>If the licence has no issue date, ask your licensing authority for a document with it, or choose to sit the practical test.<\/li>\n<\/ul>\n<h2 id=\"s6\">If you used documents you now doubt<\/h2>\n<p>This site cannot give legal advice.
