Look for restriction code 991 on the card.<\/li>\n<li>Expired for five years or more: you start again with the theory test.<\/li>\n<\/ul>\n<\/div>\n<h2 id=\"s1\">How to apply<\/h2>\n<p>You must have passed the driver theory test first, and you apply within two years of the pass. Online you need a Public Services Card and a verified MyGovID, proof of address dated in the last six months if your address differs from the card record, proof of normal residence if you were born outside the EU\/EEA\/Switzerland\/UK\/Northern Ireland and are not a national, an eyesight or medical report form dated within a month if it applies, and the fee. In person you book an appointment at one of 34 NDLS centres and bring your PPSN and photo ID.<\/p>\n<h2 id=\"s2\">What the permit allows<\/h2>\n<ul>\n<li>Driving on all public roads except motorways.<\/li>\n<li>Driving with L plates, accompanied at all times by an Approved Driving Instructor or a person who has held a full licence in the same category for a continuous two years. Motorcycle and moped categories are an exception.<\/li>\n<li>Penalty points apply to learner permit holders.<\/li>\n<li>You are not allowed to drive unaccompanied in a car, and the RSA says doing so is against the law.<\/li>\n<\/ul>\n<h2 id=\"s3\">EDT and the six-month rule<\/h2>\n<p>Essential Driver Training is 12 sessions with an ADI. You can begin as soon as you hold the physical permit, and the RSA asks you to check your progress in the MyEDT portal. Allow at least 10 working days for a recent session to show up, and if a session is missing, ask the instructor who delivered it. To log in you need your names exactly as printed on the permit, your date of birth and the driver number at box 4d.<\/p>\n<p>The six-month rule applies to first-time holders for cars, motorcycles and works vehicles, such as tractors and JCBs. The RSA explains it rests on research: the longer a learner is supervised, the less likely a collision. A lost or damaged permit is replaced for &euro;35 on NDLS.<\/p>\n<h2 id=\"s6\">Do not buy one<\/h2>\n<p>The permit is the card a rogue seller most wants to supply, because it unlocks the later steps.
