ASQA does not issue or replace cards.

Safe Work Australia: workers must show the card to the person conducting the business (PCBU) on site and to inspectors; white cards are recognised Australia-wide.

Searches: about 33,100 a month for “white card”, 8,100 for “white card online”.

What a white card is

A white card is the general construction induction card. ASQA, the training regulator, says some occupations require it and that the requirements are set by the Australian government or state and territory authorities. Safe Work Australia, the national WHS body, says workers must show their white card to the PCBU on the site and to any inspectors who ask, and that to get one a worker must do the training course known as white card training. It adds that white cards are recognised Australia-wide, and that your local WHS regulator has more information about getting one.

How the process runs

Find an RTO. ASQA says to use the Your Career site to find a registered training organisation that offers the course. Safe Work Australia points to training.gov.au for information on training courses; that is also where an RTO’s registration can be checked.

Complete the general induction training. The course is currently CPCWHS1001 Prepare to work safely in the construction industry.

The card is issued through the state or territory licensing body. ASQA says this explicitly. Contact the body for your state about how and when the card arrives and about replacement.

Which body issues it

State or territory

Licensing body (as listed by ASQA)

Australian Capital Territory

Access Canberra

New South Wales

Service NSW

Northern Territory

NT WorkSafe

Queensland

WorkSafe Queensland

South Australia

SafeWork SA

Tasmania

WorkCover Tasmania

Victoria

WorkSafe Victoria

Western Australia

Commerce WA

The ASQA page also notes that it does not replace cards; if you need to show you completed the course, it may be able to provide records of your training through its student records process.

What it costs

We did not find an official price. Course prices are set by each RTO and the card fee, if any, by the state. Advertisements for online and web-based white card courses appeared in the search results we collected on 4 October 2026, with headline prices from about $99 to $200, but those are provider claims and not a government figure. Whether a particular online or webinar format is accepted is for your regulator to say; ask the licensing body for your state before paying.

Keeping the scam out of the process

Choose an RTO and check its registration on training.gov.au.

Be wary of any provider that promises the card without your attending or completing the assessment yourself.

Pay the RTO, not an individual, and get a receipt in the RTO’s name.

Read white card scams before you pay for anything that looks too easy.

Questions to put to a provider

What is your RTO number, and can I see it on training.gov.au?

Is the course CPCWHS1001, and who assesses me?

Does your delivery format meet my state regulator’s requirements?

What is the total price, including any card fee passed on?

How and when will the card reach me, and which licensing body issues it?

A genuine provider can answer all five in a sentence. A scam provider changes the subject to price or speed.

Who needs one

ASQA says some occupations require a white card and that the requirements are set by the Australian government or state and territory authorities, so whether you need one depends on the work and the place. Safe Work Australia says white cards are recognised Australia-wide, so a card gained in one state is not wasted when you take a job in another. If you are unsure, ask the person who is engaging you, or your state licensing body.

Frequently asked questions

<details>

Who issues a white card in Australia?

A state or territory licensing body: Access Canberra, Service NSW, NT WorkSafe, WorkSafe Queensland, SafeWork SA, WorkCover Tasmania, WorkSafe Victoria or Commerce WA, according to ASQA.

</details>
<details>

What course do I need for a white card?

ASQA says the general induction training course is currently CPCWHS1001 Prepare to work safely in the construction industry, delivered by a registered training organisation.

</details>
<details>

Is a white card valid in every state?

Safe Work Australia says white cards are recognised Australia-wide.

</details>
<details>

How much does a white card cost?

We found no official fee.
