That is the good news. The offers sit one step to the side. In the keyword data we collected on 4 October 2026, narrower phrases such as &ldquo;buy registered drivers license online&rdquo; returned user-profile and post-history pages on unrelated websites, including an Australian-looking dot-com-dot-au domain, plus a marketplace listing for a printable novelty licence. Those pages exist only to rank. Click through and they point to a messaging address, not to an agency.<\/p>\n<p>We do not name those sites. What matters is the pattern: a throwaway page on someone else&rsquo;s domain, a claim that the licence is &ldquo;registered&rdquo;, and a request to continue the conversation on a messaging app where nothing is public and nothing can be checked.<\/p>\n<h2 id=\"s2\">What you would actually get<\/h2>\n<p>We have not found an Australian regulator report describing a licence-specific case, so we describe the possible outcomes rather than inventing one. Scamwatch&rsquo;s general guidance on scams that begin online describes the same shape every time: pressure to act quickly, payment by a route that cannot be reversed, and a request for personal information. For a licence offer that leaves three realistic results.<\/p>\n<table>\n<thead>\n<tr>\n<th>Outcome<\/th>\n<th>What the buyer ends up with<\/th>\n<\/tr>\n<\/thead>\n<tbody>\n<tr>\n<td><strong>Nothing arrives<\/strong><\/td>\n<td>A deposit, then a second fee to &ldquo;release&rdquo; the card, then silence. Scamwatch warns that scammers keep asking for more until you stop.<\/td>\n<\/tr>\n<tr>\n<td><strong>A counterfeit card<\/strong><\/td>\n<td>Plastic that matches no record at any state agency. It fails the first time anyone checks it with the agency.<\/td>\n<\/tr>\n<tr>\n<td><strong>Your identity in someone else&rsquo;s hands<\/strong><\/td>\n<td>Copies of the documents you sent to &ldquo;prove&rdquo; who you are, which can be used to open accounts or take out credit in your name.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<h2 id=\"s3\">Why a licence cannot be bought<\/h2>\n<p>A licence is a record held by an agency, and the card is a copy of that record. The agency creates the record only after it has seen you, checked who you are and recorded a result. The pages we opened say so plainly. In the ACT you must pass the pre-learner course and Road Rules test, show proof of identity and residency, take an eye test at an Access Canberra service centre and pay the fee. In the Northern Territory you must be a Motor Vehicle Registry customer, which means attending an office with evidence of identity and NT residency, and you must hold a learner licence, then a provisional licence, before an open licence. Tasmania requires the driver knowledge test, an eye test and identity documents at a Service Tasmania centre. Queensland publishes a page on the security features built into its cards, and another on protecting your identity if your licence details are compromised.<\/p>\n<p>No seller sits inside those processes. The Commonwealth Criminal Code applies at the edges. We read the text on the Federal Register of Legislation (compilation of 30 June 2026):<\/p>\n<ul>\n<li>Section 372.1: dealing in identification information, meaning making, supplying or using it, intending that someone pass themselves off as another person to commit or facilitate a Commonwealth indictable offence. Penalty: imprisonment for 5 years.<\/li>\n<li>Section 372.1A: the same conduct done using a carriage service, such as a phone or the internet, where the intended offence is indictable under Commonwealth, state or territory law. Penalty: imprisonment for 5 years.<\/li>\n<li>Section 372.2: possessing identification information intending it to be used in that conduct. Penalty: imprisonment for 3 years.<\/li>\n<\/ul>\n<p>These are maximums set by Parliament, not typical sentences. <a href=\"\/au\/are-fake-ids-illegal-australia\/\">Are fake IDs illegal?<\/a> sets out the sections and what each covers.<\/p>\n<h2 id=\"s6\">Red flags at a glance<\/h2>\n<ul class=\"check\">\n<li>&ldquo;No test needed&rdquo;, &ldquo;registered licence&rdquo; or &ldquo;guaranteed&rdquo;.<\/li>\n<li>The offer lives on a profile page or post on a website unrelated to driving.<\/li>\n<li>Contact is only through a messaging app, with no business address you can look up.<\/li>\n<li>Payment by bank transfer, gift cards or cryptocurrency.<\/li>\n<li>A request for scans of your passport or existing licence before any price is agreed.<\/li>\n<\/ul>\n<div class=\"warn\"><strong>Already paid or sent documents?<\/strong> Do not wait. Start with <a href=\"\/au\/get-a-drivers-licence-australia\/\">getting a driver licence step by step<\/a>, then open your own agency from <a href=\"\/au\/drivers-licence-by-state\/\">the directory<\/a>. If you hold a licence from another country, see <a href=\"\/au\/overseas-licence-australia\/\">overseas licences<\/a>.<\/p>\n<h2 id=\"s8\">The three tactics behind every offer<\/h2>\n<p>Scamwatch says scammers rely on three core tactics: impersonation, urgency and emotion. A licence offer uses all three in a recognisable way. Impersonation means pretending to be an agency, an &ldquo;insider&rdquo; or a licensed provider, often with borrowed logos and official-sounding language. Urgency means a deadline: Scamwatch lists fake deadlines with countdown timers, claims of limited availability and threats of closure among the ways scammers stop you checking. Emotion means working on a real fear, here the fear of losing a job or a place on a course because you have no licence.<\/p>\n<p>The useful habit is to notice the tactic, not the story. When an offer makes you feel rushed, stop; the delay is the thing the seller cannot afford, because a pause is when you open the agency&rsquo;s own page.<\/p>\n<h2 id=\"s9\">Cutting the real cost lawfully<\/h2>\n<p>Part of the pull of a &ldquo;cheap licence&rdquo; is that the lawful route costs money. The agencies we opened mention ways to lower it. The Northern Territory&rsquo;s DriveSafe NT programme, for people in Darwin, Palmerston, Katherine and Alice Springs, says participants receive more than $600 in subsidies towards getting a licence. In the ACT, some schools offer the pre-learner licence course to Year 10 students for free as part of the curriculum. These are examples, not a promise for your postcode, so ask your own agency what applies to you before paying anyone.<\/p>\n<h2 id=\"s10\">What to do in your first ten minutes<\/h2>\n<ol class=\"steps\">\n<li>Open the <a href=\"\/au\/drivers-licence-by-state\/\">directory<\/a> and find your agency.<\/li>\n<li>Read its page for the first stage: age, identity documents, knowledge test.<\/li>\n<li>Book or start that stage, paying only through the agency.<\/li>\n<li>If a seller already has your documents, call IDCARE on 1800 595 160.<\/li>\n<\/ol>\n<h2 id=\"s11\">Objections we hear, answered from the pages<\/h2>\n<p><strong>&ldquo;I only need it to get a job.&rdquo;<\/strong> A job that requires a licence will check it, and the agency pages describe in-person identity checks precisely because licences are used as identity. <strong>&ldquo;I failed the test.&rdquo;<\/strong> A failed test is a retest with the same agency, not a reason to leave the system; in Tasmania, for example, you have 12 months after passing the knowledge test to complete the application. <strong>&ldquo;I am new to Australia.&rdquo;<\/strong> Start with <a href=\"\/au\/overseas-licence-australia\/\">the overseas licence page<\/a>, because you may be able to convert rather than start again. <strong>&ldquo;It is only a copy for show.&rdquo;<\/strong> The law section above explains why a copy sold as real is treated differently from a prop, and why possession with the wrong intent has its own ceiling.<\/p>\n<h2 id=\"faq\">Frequently asked questions<\/h2>\n<details>\n<summary>Is it legal to buy a driver licence in Australia?<\/summary>\n<p>No. A licence is issued only by the state or territory agency after identity checks and its required tests. A licence sold online is either never delivered or is a counterfeit, and dealing in identification information to commit an offence carries up to 5 years under the Criminal Code.<\/p>\n<\/details>\n<details>\n<summary>How much does a driver licence cost in Queensland, NSW or Victoria?<\/summary>\n<p>Fees depend on the licence class, the term and the state, so a single figure would mislead.
